The Polish Scientific Bibliography is a portal of the Ministry of Education and Science that collects data on scientific publications by Polish scientists, research institutions, as well as Polish and foreign scientific journals. What kind of database is this? What role does it play for Polish science and scientists? Read more in our article today.

What is the Polish Scientific Bibliography?
Polish Scientific Bibliography (PBN) – is the official portal of the Polish Ministry of Education and Science. PBN is part of the Integrated Information System for Science and Higher Education (POL-on) and ORCID, with the aim of creating a single general database of publications by Polish scientists.
The database is primarily needed for the collection and dissemination of information about the scientific achievements of Polish scientists and scientific institutions, and it also performs several key functions.
Functions of the Polish Scientific Bibliography:
- creation of a public scientific bibliography of individuals and institutions
- information about the achievements of Polish scientists
- submission of a scientific journal application (during the evaluation of scientific journals)
- information about the achievements of Polish scientific institutions
- storage of full texts of scientific publications in the central repository of the Polish Scientific Bibliography
Structure of the Polish Scientific Bibliography
Author Profile
This is a tool for researchers that allows them to independently maintain their own scientific profile, add and present their publications. The author can link works from the PBN repository or ORCID to their profile, as well as export them from PBN to their ORCID account.
Linking PBN and ORCID accounts is necessary if authors want the system to be able to transfer publication information from PBN to ORCID. PBN is also the only source of information about a person’s ORCID number for the POL-on staff registry.
CORE
The platform integrates academic resources and allows researchers to search for and access scientific materials, publications, and data in open access. This tool can also influence scientometric indicators, as articles available through CORE are more likely to be cited by researchers who use this platform.
Institution Profile
A tool for institutional users, it allows publication importers to link existing works from the PBN repository to the institution’s profile, effectively serving as official reporting.
The institution profile is also closely linked to ORCID. However, it is not possible to upload publications from ORCID directly to the institution’s profile, as ORCID is an international system with its own types of publications and the amount of required data.
Instead, PBN uses publication types in accordance with the rules of POL-on and the requirements for assessing the quality of scientific activity, so the amount of information entered is much larger. You can import publications from your ORCID profile to PBN and then add the appropriate statement to include these publications in your institution’s profile.
Modules of the Polish Scientific Bibliography
In addition to the structure described above, PBN has three separate modules:
- “Repository” module. This is the most important PBN module, accessible to all users. A user can search among available scientific works, journal and conference databases. Authors can search for, add, edit their works, as well as send and upload them from ORCID.
- “Institutions” module. Available to designated persons with the role of “Publication Importer”, who are responsible for preparing data on publications and other scientific results of their organization for evaluation, including in processes related to the assessment of scientific activity.
- “Lists” module. Available to all users, where information from the ministerial list of journals, conferences, and scientific publications can be viewed and downloaded.
Structure of CORE
CORE has its own structure, which includes access to various databases. It aggregates publications from various scientific journals and other sources, including many open repositories of universities, research institutions, and other academic platforms.
Researchers can submit their publications to CORE for free. However, it is important to understand that CORE is a collection, not a publisher. This means that the platform itself does not publish articles, but only provides access to materials that have already been published in other open repositories or scientific journals.
Publications can be added to CORE through:
- Open archives. If a scientific publisher or university has its own open-access archive, the publication can be automatically imported into CORE through appropriate integration mechanisms.
- Open access. If a publication is available in open access through other platforms or journals, it can also be included in CORE.
It is also important to note that CORE provides a large amount of free materials, but some resources may have access restrictions depending on the policy of the journal or publisher.
Thus, researchers can freely submit their works to open access through other repositories, and they can be indexed in CORE, which will increase their visibility and the likelihood of citation in the scientific community.
Assessment of Scientific Activity
Publications indexed in the CORE database play an important role in the assessment of scientific activity in Poland. National science monitoring systems, such as the National Science Centre (NCN), the National Science Council, POL-on, etc., use data from CORE to determine quality indicators of publications (citations, journal ranking, etc.).
Thus, publications in CORE are one of the key elements of the scientometric base for analyzing scientific activity in Poland, promoting openness and objectivity in the evaluation of research achievements.
Article 265, paragraph 11 of the Act of 20 July 2018 “On Higher Education and Science” stipulates that the presence of a publication in an ORCID account is a necessary condition for such a publication to be considered in the evaluation. However, the Ministry of Education and Science decided to make the assessment of the quality of scientific activity in 2022 independent of the fact of reporting publications to ORCID. Therefore, to conduct the evaluation of scientific activity, it is sufficient for a researcher to have a publication in the Polish Scientific Bibliography.
