The Polish Ministry of Science and Higher Education (MNISW) has approved a list of scientific journals, assigning certain points to each of them. These points play an important role in the evaluation of scientific publications and career development of scientists. Ballot system of evaluation of journals from the Ministerial List of Ranking Editions
The Ministerial Ranking List (Polish list) is a list of scientific journals with an indication of the number of points that can be obtained for the publication of a scientific article in a particular edition. The recommended list of scientific journals is regularly published since 2004 by the Ministry of Science and Higher Education. This list is also used for the evaluation of academic institutions and researchers.
Rules for the evaluation of scientific journals and peer-reviewed proceedings of international conferences starting from 2022
Points are calculated in accordance with section §11.3 of the Regulation of the Minister of Science and Higher Education of Poland of February 22, 2019 on the evaluation of the quality of scientific activity (the text of the regulation can be found here).
The number of points for scientific achievements is determined based on the current list of journals and publishers published by the Minister of Science and Higher Education in the calendar year when the relevant scientific publication was released in its final version. If in the year of the scientific publication the corresponding list was not prepared and provided, the points are calculated in accordance with the latest list published in previous years.
Important! Articles published in 2024 are evaluated according to the last list of journals that will be provided in 2024.

How are the points assigned?
The Polish ministerial list of ranked journals uses point criteria to evaluate scientific publications. Journals can receive 20, 40, 70, 100, 140 or 200 points. These values form five thresholds that allow journals to rise or fall in several positions at once. For example, a journal can be upgraded from 20 to 200 points or, conversely, downgraded by several steps. Points are awarded based on the evaluation of the Polish Ministry of Science and Higher Education and depend on the reputation of journals and the quality of peer-reviewed proceedings of international conferences.
Scientists receive points for publications in journals according to their ranking in this list.
